Understanding different types of electric mobility and Aurora's rules and regulations

In recent years, a growing number of people have started using e-bikes, or electric bicycles. These bikes generally resemble traditional bicycles, with the addition of an electric motor to assist riders. At the same time, off-highway vehicles, more commonly known as “dirt bikes” or "e-motos," have also risen in popularity. This trend can be seen in Aurora and surrounding municipalities, as well as across the country.

Dirt bikes/off-highway vehicles are not permitted anywhere in Aurora, including on public property, trails, sidewalks, roadways or public parks. As of November 2025, parents and guardians who knowingly allow their child to drive or ride a dirt bike/off-highway vehicle can be fined up to $250.

Not allowed in Aurora:

Dirt Bike or E-Dirt Bike / off-highway vehicles

Sold online or in person. Often marketed as "starter" bikes for youth. Goes faster than 28mph and/or has a motor exceeding 750 watts. Does not have functional pedals. May also be called an "e-moto."

Not allowed anywhere in Aurora.

E-Bike or dirt bike - know the difference

Many popular, high-performance “dirt bikes” sold today do not meet the legal definition of an e-bike or a motorcycle.

E-bikes must be classified as Class 1, 2 or 3. Colorado law requires sellers to clearly disclose classification, motor wattage and top speed. The classification number must be clearly labeled on the e-bike.
Dirt bikes are not bicycles: If it lacks functional pedals, exceeds 750 watts or powers past 28 mph, it is an off-highway vehicle.
Exceptions: (1) Self-propelled golf carts used exclusively on golf courses; (2) properly licensed, registered and street equipped vehicles, such as a motorcycle operated by a driver with a valid endorsement on their license. Parental responsibility: Per Aurora City Code Section 134-223, it is unlawful for a parent or guardian to knowingly permit a minor to operate a dirt bike/off-highway vehicle. Any person who enters a plea of guilty, no contest or is convicted at trial of violating any provision of this section shall be punished by a fine of not less than $250.

What is allowed in Aurora:

Class 1 eBike

Pedal-assist only, 20mph limit, Allowed on roads, trails, sidewalks and parks.

Class 2 eBike

Pedal-assist or throttle, 20mph limit, Allowed on roads, trails, sidewalks and parks.

Class 3 eBike

Pedal-assist only, 28mph limit, Allowed on roads, trails, sidewalks and parks. Must be at least 16 years old to operate. Helmet required for riders under 18.

Electric Scooters

20mph limit, weighs less than 100 pounds, Allowed on roads, trails, sidewalks and parks

Other information

Do not call 911 to report a dirt bike/off-highway vehicle sighting or encounter. Please submit a request here by choosing "E-Motorcycles/E-Dirt Bikes Feedback" and the Aurora Police Department will use the information to support proactive enforcement.
State law also prevents a person or retailer from using certain language or labeling techniques to sell an unclassified e-bike.
E-bikes can look very similar in appearance. Class 1 and 3 e-bikes are not distinguishable on sight alone, whereas a Class 2 e-bike can be identified by its throttle. This is why classifications must be clearly labeled on the bike. Click here to see an example of a properly labeled e-bike.
